What does the ICC arrest warrant for Vladimir Putin cover?

On 17 March 2023 the International Criminal Court issued arrest warrants for Vladimir Putin and Russia’s children’s rights commissioner, Maria Lvova-Belova, over the alleged unlawful deportation and transfer of children from occupied areas of Ukraine to Russia. The court has no police force of its own, so a warrant depends on a state arresting the suspect on its territory.

Is Ukraine covered by NATO’s Article 5?

No. Article 5 applies to NATO members, and Ukraine is a partner rather than a member. Allies and Ukraine meet as equals in the NATO-Ukraine Council, and NATO describes Ukraine as on an “irreversible path” to membership, but military help from allies is decided by each government rather than required by the treaty.
